These policies apply to other libraries wanting to request materials from the California State University San Marcos collection.
Interlibrary Loan service is available to any public, academic or corporate library through their established library liaison staff.
Interlibrary Loan requests will not be accepted directly from individual requesters.
The requesting library accepts full responsibility for any charges, losses, or damage which may occur as a result of the transaction, including the loss of material during shipment to or from the requesting library.
Requests from libraries may be sent via OCLC, Mail, Email, Fax or Ariel transmission.
Requests will not be accepted over the telephone.
Non-OCLC requests must comply with the Interlibrary Loan Code for the United States and be submitted on the standard American Library Association (ALA) Interlibrary Loan request form, both of which are located on the ALA website: Interlibrary Loan Code for the United States.
Direct Interlibrary Loans to patrons from other libraries must be arranged in advance by authorized staff from the requesting library.
The requesting library must send request forms in advance, either online through OCLC or on an authorized ALA Interlibrary Loan form -- one request for each item.
California State University San Marcos is part of the CSU Interlibrary Borrowing System (ILBS), a member of Library of California, and participates in OCLC’s Libraries Very Interested in Sharing (LVIS) group.We welcome reciprocal agreements with libraries from around the world.
We participate in OCLC’s Internal Fee Management (IFM) billing program and provide service at a reduced rate for other participating libraries.
To better serve our International customers, we also participate in the IFLA Voucher Scheme payment program.

*Postal surcharge applies to all loans and copies mailed to Non-Reciprocal Int’l Libraries. Postage will not be charged for photocopies delivered electronically via ILLiad/Odyssey, Ariel, Email, or Fax.
Invoice payment is accepted through check or money order only. Payments must be made payable to: “CSU San Marcos Library” [FEIN: 33-0535371].
Books going to other CSU and specified UC libraries are shipped via the TRICOR courier service. Books shipped to California libraries are shipped via USPS Library Mail. Materials going to out-of-state libraries are shipped via UPS.
Media materials are boxed and shipped via UPS when possible. Media material must be boxed and returned via UPS/FedEx.
Other shipping methods such as Priority Mail or Federal Express may also be used for certain materials to insure a safe and timely delivery.
Photocopies are shipped via ILLiad/Odyssey, Ariel, Email, Fax, Tricor, or USPS First Class Mail.
To insure quality control, photocopies that may not be sent electronic transmission include:
Materials loaned through Interlibrary Loan are assigned a 4 WEEK loan period. Due dates are always stated on the lending strap.
Cal State University San Marcos Library reserves the right to limit access to its collections and impose conditions on loaned materials in order to preserve the collection and maintain accessibility for our researchers. Some of these restrictions include:
All California State University San Marcos materials loaned via Interlibrary Loan are Non-Renewable.
We reserve the right to shorten the due date and recall material that is loaned out through Interlibrary Loan. Recalled material must be returned immediately.
All Media material is assigned a short-term loan period of 1 week use. Approval of media requests is at the discretion of the Media Supervisor. Shipping restrictions apply to all media. Failure to comply will result in suspension of service.
Interlibrary Loan will loan the circulating copy of our California State University San Marcos theses. Interlibrary Loan will not make copies of entire theses.
Any material loaned through Interlibrary Loan and is either lost or damaged is the responsibility of the requesting library. If the loaned material fails to return to us or is returned with extensive damage, the requesting library will be billed the replacement cost and a processing fee. The replacement cost for lost/damaged material is typically $ 59.46** with exception as shown in the breakdown below:

**Replacement charges for materials valued over $100.00 will reflect the actual replacement cost plus a $15.00 processing fee.
All Interlibrary Loan privileges will be suspended for any library with any of the following:
Interlibrary Loan will refuse photocopy requests from other libraries which do not indicate copyright compliance (CCL or CCG).
Interlibrary Loan will refuse requests for photocopy which it considers to be in violation of copyright law.
Interlibrary Loan will provide a copy of the copyright notice from photocopied material or display the following warning with every photocopy provided: “Notice: This material may be protected by copyright law (Title 17 U.S. Code).”
